What happens if the quota is exceeded?

Service does not stop; overage is billed per unit at list price. You can set a hard limit if you prefer.

Is my data stored?

By default request contents are kept for 30 days for debugging; a zero-retention mode is available. Data is not used for model training.

Is the free plan limited?

The Developer plan with 5,000 units a month is for prototyping; moving to Growth is required for commercial production.
